What is a “Conditional Certification” for WOTC?

CMS Says: A Conditional Certification for WOTC is sometimes provided to the applicant by a participating agency such as a SWA, a Vocational Rehabilitation agency, an American Job Center (also referred to locally as a One-Stop Career Center), or an Employment Network for the Ticket to Work program to show a tentative eligibility for WOTC. The form is called the ETA Form 9062, Conditional Certification, and it can be submitted with your other WOTC paperwork.
